I’’d guess the Eastern Star here refers to the fraternal order of the Eastern Star—established as a Masonic appendant body in 1850 and operating across some 20 countries today—and perhaps this served a sign at some masonic gathering

and some scratches and a few dark marks visible on one side

perhaps most of all the red star painted wheels

On the underside of the cup is a patent date of Feb 23, 1897 and it must be lucky, as Feb 23 is the day the I found it!
