Oath of Nissa is by far the better of the two cards as the card advantage and selection it can create is worth way too much

At the low cost of three mana (two plus the fact that you have to tap the Refuge), you can foist some pretty big surprises on folks

In my personal group, its well known that fellow RC member Scott Larabee is overly fond of Maze of Ith, so it becomes a strong metagame choice

If the creature you control is a legal target but the creature you dont control isnt, the creature you control will get +1/+1 until end of turn

Both halves of this card are great and do exactly what Boros wants
