I find myself running the Tower in most of my decks that contain blue, but I would counsel people against running this just because you occasionally draw twenty cards with of a Greater Good or Knollspine Dragon

Its unlikely that they give you lower odds for finding high-rarity cards, so its worth going out of your way to find the folded corner packs, even if theres no definitive proof it increases your chances of getting better cards.
