I think most Black decks will realistically be able to trigger this once or twice a game, and thats really all you need for this to pull its weight

I rate this as one of the best spot removal spells you can play in a UW based control deck behind only the premium one mana cards, Winds of Abandon, and perhaps Wingshards if you count that as spot rather than mass removal

I should also mention Stitcher Geralf, which is an on-flavor piece of semi-graveyard hate when needed
